Cheats
Play as Blue Toad
At the character select screen, highlight Yellow Toad and hold down L or ZL to change the colour to Blue.
Unlock the Propeller Hat and Penguin Suit in New Super Mario Bros. U
Complete the game to unlock Superstar Road, you'll find the Propeller Hat and Penguin Suit powerups at the Toad Houses.
Once you have these, you can use them in any level.
