Action Vault have posted managed to get hold of sound effects designer and voice-over producer, Bill Black to talk about game sound direction in general and the voice-over aspect in particular:

Jonric: How much of a gamer are you? How much do play, what kinds of games, and on what platforms? What have you played and enjoyed recently?

Bill Black: I play a lot of PC games. I used to do the PlayStation console, but I really like the higher-res graphics a PC offers. I like first person shooters like Doom, Quake III Arena, Return To Castle Wolfenstein and the like. I also like these hybrid RPG first person games from Japan like Galerians. And GTA Vice City kind of falls into that category a bit. You get a deeper story than straight FPS games and missions, but you are still first-person. But when it comes down to it, I just love blowing the Sh#t! out of things.

I am playing Vice City at the moment. I do multiplayer on Quake III Arena as well, and I have downloaded the free MP for Wolfenstein to check it out.
