GameSpy have interviewed Remedy's lead designer Petri Järvilehto about Max Payne 2: The Fall of Max Payne, thier upcoming FPS shooter sequel:

GameSpy: What can you tell us about the skinning/mapping of the character's faces in Max Payne 2?

Petri Järvilehto: As I already mentioned, the Rockstar NY team provides us with hundreds of photos on the actors. With each face, we start out with something between 50 to 100 images (covering all angles and details as well as a wide range of different emotions, so that we can build the meshes to be compatible with the right facial expressions). Then we just work very, very hard to re-create all that in the game.

For some of the faces (Max's face, for example), we felt that having just the photo material still wasn't enough to get to the level of realism we wanted, so in addition we also did high-quality 3D scans of the actor's face and head and used that in addition to the texture photos
